I have never heard of anyone spraying TRI DIE on a tree stump. I guess it is possible, but the cost would be prohibitive and the effectiveness questionable.
I would just wash it off with a water hose or pressure sprayer. The chemical will biodegrade into the soil. There should be no worries since it is basically pyrethrum and silica (sand).
