In my opinion, there is not a significant difference in toxicity. That's like asking which safer, cigars or cigarettes? Both are what are known as "synthetic pyrethroids". They come from the same basic class of pesticides. Just because one is microencapsulated doesn't mean that it is any "Safer" than the other.
The thing to remember when applying pesticides is that safety lies with the applicator. Just like using a hammer match, or a knife. As long as it is used in the manner it was designed for, the safety aspect can't be a consideration. That's like asking is firing a gun dangerous? Of course when used improperly. When used properly, it can still be dangerous, but the outcome can be safely accomplished.
Sorry for the overdramatic explanation, but there is really no need to be concerned about either if you use them properly. The question is - which chemical is better suited for the application? Personally, I don't recommend using chemicals of any kind around children. Even organic and natural. They are some of the worst and smell the worst in my opininion.
Indoors if you have to use a spray? An Aerosol such as Precor 2625 or Demand CS is what I would recommend for most crawling pest issues.
