Don't pour pesticides down the drain. The best way to dispose of it is to pour it next to the foundation of your home, on some old rocks or places where it would not be a problem. Don't pour it next to trees or shrubs either as it could be an issue with them.
Boric acid is not inherently toxic, has the same toxicity as table salt. However it is considered a poison and for that reason should not be flushed down a drain.
