Bifen I/T is a good product for general insect control. It may not be the best product to control ticks. My recommendation is to use something like Onslaught FastCap, which has two modes of action (two different products) and is also microencapsulated. This gives OnSlaught FC a much longer residual in direct sunlight, as well as when it rains or you water.
Most insecticides get diluted when it rains, and you get the best control within the first 24 hours of application. This is why you should not apply within 24 -48 hours of rain or watering.
EcoVia is plant oil-based and only works by suffocating the insects. This happens when the plant oils cover the insect's body and they smother. It has no real insecticidal properties and does not last outdoors other than by its "odor," which can have a repellent effect on some flying insects.
My experience with plant oil-based products like EcoVia, Essentria, and Pertinent is that they can be harsh on plants, structures, and leave stains, potentially killing plants and grasses. They often work by a "placebo" effect. Conventional products like Onslaught FC, Bifen, and Demand are better suited for controlling insects over a longer period, generally have little to no odor, and are less harmful to plants and structures.
